Workforce and Small Business Development

The federal Workforce Investment Act of 1998 (WIA) merged the employment and job training programs of the U.S. Department of Labor into an integrated service delivery system. WIA established One-Stop Career Centers that offer universal access to services and that employ a variety of strategies, such as co-location, tiered services, or blended funding, to effect collaboration among workforce development professionals, businesses, and other mandated and non-mandated partners. BPA conducts research on many aspects of the new workforce development system, with recent studies of intermediary employment organizations, collaborations within the workforce development system, and work preparation and job advancement programs for health care employees, welfare recipients, dislocated workers, underemployed workers, people with disabilities, disadvantaged youth, and people with limited English proficiency.

In addition to strengthening the workforce development system, federal and state government policies have long supported the development of the small business sector of the economy. Small businesses employ half of the U.S. labor force and are responsible for the creation of more than three-fourths of all new jobs. As a small business itself, BPA recognizes the special challenges faced by smaller employers and has used this knowledge to inform our many research projects related to small business development, such as assessment of workplace literacy efforts, identification of successful disability management strategies, and research into how small businesses obtain and use different kinds of information.
