Education and School-linked Projects
With the passage of the No Child Left Behind Act in January 2002, our nation's educational system faces more pressure than ever to provide students with a strong foundation in academic skills and to promote their social and emotional development through effective school-linked services. BPA's education-related work has encompassed in-depth field study of school environments as well as detailed analyses of testing data and other school-wide and student-level performance indicators. Our staff has expertise in working with schools and their communities to conduct multi-method evaluations, capturing the complexity of programs while minimizing the burden on school teachers and staff.
Educational Needs Assessment Survey for Regional Educational Lab West (REL West) An Educational Needs Assessment Survey for the Regional Educational Laboratory West (REL West) conducted by BPA, under contract with WestEd, to determine the needs of educators in the western region that REL West serves. Evaluation of Quality Teaching for English Learners (QTEL) Random assignment evaluation of WestEd’s professional development program for middle school teachers working with English learners. Study of the Program for Infant Toddler Care (PITC) Random assignment evaluation of WestEd Program for Infant Toddler Care (PITC), measuring impact on child care quality and child development. JUMP Program Evaluation Evaluates the effectiveness of the Nintendo DS-based JUMP game for improving word-knowledge (and, additionally, word-learning strategies) of struggling readers in the fourth grade in the contexts of after-school programs and Supplemental Educational Services (SES) programs. Evaluation of Upward Bound’s Increased Focus on Higher-Risk Students Five-year random assignment evaluation of Upward Bound’s increased focus on higher risk students. Developing and Implementing a Plan for Enhancing Performance Management BPA, under subcontract to ORC Macro, is assisting the Department of Education’s Rehabilitation Services Administration (RSA) to develop and implement a Plan for Enhancing Performance Management (PEPM). Evaluation of the Healthcare Career Ladder Training Program (HCCLTP), City of Los Angeles Community Development Department Examination of the implementation of the Healthcare Career Ladder Training Program (HCCLTP), as well as its outcomes, effectiveness, and cost-effectiveness. The SOURCE Program: An Intervention to Promote College Application and Enrollment Among Urban Youth Three-year demonstration project intended to increase college-going rates among students in the Los Angeles Unified School District. Supporting the OSEP/RTP Part D National Programs Performance Measures BPA, in partnership with ORC Macro, is assisting the Department of Education’s Office of Special Education Programs (OSEP) to develop performance indicators and measures and to conduct performance evaluations for the activities being carried out by the Division of Research to Practice (RTP). Evaluation of the Impact of Explicit Literacy Instruction on Adult ESL Learners Evaluation of the relative effectiveness of a curriculum that combines explicit and implicit approaches to instruction in increasing adult ESL (English as a Second Language) learners’ language and literacy skills, as compared to typical adult ESL instruction, which tends to include only implicit instruction. Study of the Implementation of Rigorous, Project-Level Evaluations Conducted by Teaching American History Grantees Study of the implementation of evaluations conducted by Teaching American History (TAH) Grantees. Improving State Accountability Systems and Indicators of Program Quality (Even Start Project) Design and facilitation of a peer review of states’ Even Start Family Literacy Program performance accountability systems and technical assistance to the states to improve their systems. Adult Basic Education-Community College Transition Project Identification and evaluation of programs, practices, and strategies that successfully facilitate transition from adult basic education to postsecondary education programs. Design of An Impact Evaluation of School-Based Drug and Violence Prevention Programs U.S. Department of Education evaluation of drug and violence prevention initiatives in America’s schools.
